Budget Investments Will Amount to 2.5 Billion Rubles

A new ship repair yard is planned to be built in the Arkhangelsk Region, scheduled for completion by 2033. The total amount of budget investments in the project will be 2.5 billion rubles.

The yard will include four main workshops—assembly, painting, slipway, and turning—as well as a warehouse and a berthing line. Construction plans are formalized within the framework of the socio-economic development of the Arkhangelsk agglomeration until 2035 and have been approved by the government.

According to the project, in 2025–2026, the regional government, together with Rosleskhoz and the Ministry of Natural Resources of Russia, will transfer part of the forest lands in the 97th quarter of the Ust-Dvinsky forestry to the status of industrial and transport lands. The 109.34-hectare plot is located on the right bank of the Kuznechikha channel of the Northern Dvina River. In 2026, it will be necessary to prepare and approve changes to the territorial planning documents of the Primorsky municipal district of the Arkhangelsk Region.

The Governor of the Arkhangelsk Region, Alexander Tsybulsky, reported in April 2025 on plans to increase the volume of civil ship repairs by at least two times by 2035. In recent years, the number of ships repaired has increased from 180 in 2020 to 350 in 2024.

According to the governor, a resident of the Arctic zone of the Russian Federation—Arkhangelsk Ship Repair Enterprise LLC—has already begun implementing a project for a ship repair complex with marine berths and necessary capacities. The yard will be loaded with work: it is planned to repair 100 ships annually. Also, the Northern Shipping Company has initiated a project to create a full cycle of ship repair with the acquisition of its own floating dock with a lifting capacity of 12 thousand tons.
