Telecom operators in the Sverdlovsk region have appealed to the authorities with a complaint against the actions of the company "Rosseti". Since October of this year, cases of cable cutting have become more frequent. It is alleged that representatives of "Rosseti Ural" are cutting fiber optics "arbitrarily, in a barbaric way, without proper justification".
The "Rosteleset" Association, which unites 170 regional operators, and the Ural Association of Telecom Operators (UralAOS) sent an appeal to the Governor of the Sverdlovsk Region, Denis Pasler, the head of Yekaterinburg, Alexey Orlov, and other officials. In the letter, they pointed to the "critical situation" with communication cables that are torn from power line supports. Operators report that "Rosseti Ural" dismantles fiber-optic lines without the necessary grounds, damaging them in such a way that restoring communication becomes a costly procedure.
The conflict is related to the issue of financial conditions, when "Rosseti" began to demand payment not only for the use of supports, but also for each cable placed on them. This has increased the costs of operators and may lead to higher tariffs for subscribers or a decrease in the quality of services.
Power line supports are used to connect the Internet to low-rise buildings, where a significant proportion of potential subscribers live. The tested connection system serves as the basis for many operators, however, the exact number of subscribers connected in this way remains uncertain.
The Association insists on the illegality of Rosseti's actions and refers to the clarifications of the Ministry of Energy regarding the definition of "access point". The legislation also guarantees the protection of communication networks.
