Road workers propose making electronic signs displayed on overhead road signs equal to regular signs. They propose fining car owners for non-compliance with their prescriptions. This proposal was made by the head of the state company "Avtodor" Vyacheslav Petushenko. It was supported by the head of "Rosavtodor" Roman Novikov.
At a panel discussion at the "Road-2025" exhibition in Mineralnye Vody, Vyacheslav Petushenko stated that drivers receive data on any changes in the road situation using electronic displays. According to him, the signs on such displays should be given priority.
According to traffic rules, drivers are required to comply with the requirements of signs and markings. The signs must comply with GOST 52289, which allows the use of variable information signs (VIS), i.e. electronic displays, to inform drivers about the speed or traffic conditions. Avtodor has already installed more than 2.6 thousand electronic signs on the roads.
The traffic regulations do not contain a rule obliging drivers to obey exclusively "classic" signs. There are no instructions prohibiting the traffic police from issuing fines for violations based on electronic displays, but in practice fines are not issued.
Expert Grigory Shukhman believes that variable information signs should be equated to temporary signs by changing the traffic regulations. This will allow car owners to protect their rights in case of discrepancy between the electronic sign and the stationary sign. According to the head of the Probok.net expert center, Alexander Shumsky, Avtodor's initiative may lead to an increase in fines for car owners, as changes on electronic displays occur quite often.
