The Chairman of the State Duma Committee on the Financial Market, Anatoly Aksakov, spoke about the restrictions on the number of bank cards per Russian citizen, which may come into effect as early as December. The initiative is designed to help combat fraudsters who withdraw funds using droppers — bank clients who provide their cards to criminals.
Limits will be set not only on the total number of cards for one client, but also on the maximum number of cards in one bank:
- no more than 5 cards in one bank;
- no more than 20 cards in all banks.
Also, by December, a service may be launched to monitor the number of "plastic cards" — thanks to it, clients will be able to find out where and when they issued it.
A reasonable restriction on the number of cards that can be issued to one person in one bank is useful in the fight against fraudsters and droppers, the Central Bank's press service also notes.
And according to the National Financial Market Council, only about 6% of Russians use more than ten cards. This means that a limit of 20 pieces will be enough not to cause inconvenience to the vast majority of customers. And only some will face the difficulty of applying for a new card if the limit has already been exhausted.
Today, there is no mechanism to quickly abandon a card in order to free up space for a new one.
Therefore, areas that require more thorough study are already visible. But in general, the measure is absolutely justified, experts say. In 2024 alone, fraudsters stole 27.5 billion rubles from clients, which is almost three-quarters more than the year before.
A card monitoring service will allow users to quickly see all cards linked to their identity and detect those that were issued without their knowledge. The platform will allow you to see all active cards in one place through data exchange between banks and the Central Bank, and may well be ready by December.
