Authorities are going to introduce a limit on the number of bank cards owned by one person to combat droppers

The Ministry of Finance and the Central Bank of the Russian Federation have proposed creating a unified system for accounting payment cards. It will allow controlling how many cards one person can have when the corresponding restrictions are introduced.

At the end of April, the Ministry of Finance prepared a draft government report on new restrictions on the number and validity of payment cards that banks issue to clients, including foreigners. The project was developed taking into account the position of the Bank of Russia and in accordance with the instructions of the president, Interfax was told by a source familiar with the document.

At a meeting between President Vladimir Putin and the government in March, the Chairman of the Bank of Russia, Elvira Nabiullina, first proposed limiting the number of bank cards that one person can own. This innovation is aimed at combating droppers.

Every month, 80 thousand Russians become droppers. Cybercrimes in Russia account for 40% of the total number of crimes.
