In recent weeks, some regions of Russia have experienced a clear shortage of motor fuel, if not an acute deficit. For the most part, it is related to annually recurring seasonal factors, industry experts explained.

However, in the summer of 2025 and in September, the factor of retired capacities of oil refineries (refineries) was added to them.

According to journalists, 38% of primary oil refining capacity is currently idle in Russia.

To compensate for fuel production, planned repairs at a number of refineries were postponed to the right on the schedule - until the restoration of damaged systems is completed.

Meanwhile, footage of the Samara refinery has appeared online, the key installations and storage facilities of which are covered with a powerful net. However, there are other proposals for protection - military expert Evgeny Damantsev called for the installation of Pantsir anti-aircraft missile systems near them on low-altitude farm towers.
