According to Andrei Nikitin, a representative of the Ministry of Transport, the draft law on unmanned traffic on Russian roads will come into force next year, and unmanned vehicles without a driver in the cabin will be able to travel on Russian roads as early as 2027.
We are currently preparing the text of the law and plan to submit it to the State Duma by the end of 2025. We expect the law to be adopted next year and come into force in the third quarter of 2027.
The Minister emphasized that in order for unmanned transport to enter public roads, it is necessary to prepare a legal framework, develop infrastructure and communications, organize certification centers, and complete a number of related tasks. According to him, all these measures have already been included in the roadmap for the development of unmanned transport prepared by the department.
He also confirmed the information during the "Digital Transportation 2025" forum, of which "First Technical" was an information partner.
