The Public Chamber has proposed extending category "M" rights to drivers of electric scooters. Currently, such driver's licenses are required for owners of mopeds, scooters, and ATVs.

For electric scooter drivers, it is proposed to introduce a simplified procedure for obtaining a license. For example, they may be allowed to undergo training in private organizations, and the exam may be limited to the theoretical part. It is assumed that testing and obtaining a license will be carried out in the traffic police.

This is not the first initiative to require kicksharing users to obtain a driver's license. In March, representatives of the Investigative Committee proposed introducing a subcategory "M1" for personal mobility devices (SIPs) with an electric motor with a capacity of up to 0.25 kW, and for more powerful ones - "M" and "A". In this case, everyone who drives electric scooters will need to obtain a license to drive a vehicle of subcategory M1, which is possible only from the age of 16.
