The National Automobile Union (NAS) has proposed to allow obtaining a driver's license without mandatory training at a driving school. This was announced by the president of the organization, Anton Shaparov. A letter with the proposal was sent to Prime Minister Mikhail Mishustin.
Shaparin expressed confidence that at the moment driver training "in normal form" is absent. According to him, only about 40% of driving school students pass the theoretical exam the first time.
Accordingly, we can conclude that the driver training system in its normal form is simply absent. This is just a system for collecting money and providing cars for exams, because the traffic police themselves do not have cars.
He also noted that allowing self-preparation could "destroy" the monopoly of driving schools on driver training. This will force them to work more efficiently.
The rules for issuing driver's licenses were changed in 2014. Then a decree was signed prohibiting self-preparation when taking the driver's license exam. Currently, only those drivers who have been trained in driving schools can take the driver's license exams.
Earlier www1.ru reported that driver's licenses in Russia will become twice as expensive from September 1.
