With the introduction of a certification system for unmanned aerial vehicle (UAV) operators in Russia, it is planned to establish uniform standards that are mandatory for everyone working with drones. According to Senator Artem Sheikin, different levels of certification should be introduced: the more complex and powerful the drone, the higher the requirements for its operator should be.
At the same time, it is important to consider the difference between the devices themselves. Controlling a light drone for photo or video shooting is one thing, and controlling a heavy drone that carries cargo or operates near strategic facilities is quite another.
This approach will help reduce the number of incidents, establish clear rules for the unmanned aircraft systems market, and ensure that drones are operated only by qualified specialists, the senator noted.
It is worth recalling that the Ministry of Transport has proposed introducing a requirement to obtain an external pilot certificate for those who operate unmanned aircraft systems (UAS) from the ground. In particular, the ministry plans to include the “external pilot of unmanned aircraft systems” in the list of aviation personnel specialties. The operating license will specify which type of drone the operator can operate.
To obtain a certificate, it will be necessary to pass exams and undergo training at an aviation training center certified by Rosaviatsiya. The changes are expected to take effect on March 1, 2026.
