The federal portal of draft normative legal acts regulation.gov.ru has been operating unstably since July 2025, which makes it difficult for businesses and journalists to use it for discussing legislative initiatives. Representatives of business associations confirmed the problems with access to documents, but the Ministry of Economic Development denies the existence of failures.
The portal's malfunctions began after its update and transition to the unified digital platform "Gostech" on August 4. Users report that pages with draft documents are often unavailable for several hours or days. This complicates the mandatory regulatory impact assessment and anti-corruption expertise procedures for which the portal is intended.
The Russian Union of Industrialists and Entrepreneurs (RSPP) confirmed the existence of problems with information retrieval and noted that the portal can now only be accessed through a physical person's account on "Gosuslugi", which excludes entry on behalf of a legal entity. At the same time, notifications of new projects continue to arrive by e-mail.
The Ministry of Economy stated that they had not received official complaints from businesses about the portal's operation and that the page loading time in the new version had been reduced. The department refers technical issues to the support of the "Gostech" platform.
