A "White List" of Digital Services Available When the Internet is Shut Down Will Be Created in Russia

The list will include taxis, delivery services, marketplaces, and other mass-use services

A special "white list" of digital services will appear in Russia, access to which will be maintained even when mobile Internet is disabled. This was announced by the head of the Ministry of Digital Development, Maksut Shadayev, during the "Digital Evolution" conference in Kaluga. According to him, the list will include mass-use services such as marketplaces, delivery services, and taxis.

The minister clarified that the scheme has already been agreed upon with telecom operators. In the event of a temporary Internet shutdown, users will be able to pass a CAPTCHA and gain access to services from the white list at normal speed. This solution will allow maintaining the operation of the most popular platforms and reduce the burden on citizens during periods of restrictions. The initiative will be sent to the FSB for consideration.

In addition, the Ministry of Digital Development has agreed with operators to work on the stability of machine-to-machine (M2M) networks. This will ensure the uninterrupted operation of ATMs, payment terminals, and other critical devices.

Shadayev also spoke about the new regulation of foreign SIM cards entering Russian roaming. A "cooling-off period" will be established for them - within five hours after connection, such cards will not be able to be used on the territory of the Russian Federation. This is done, among other things, to eliminate the risk of controlling drones. However, even in this case, users will be able to access services from the white list via CAPTCHA.
