State Duma proposes blocking films on social networks and websites that \"discredit traditional values\"

The bill may come into force in March 2026

The State Duma Committee on Information Policy has recommended the adoption of amendments according to which owners of social networks and websites with films will be obliged to block content recognized by the Ministry of Culture as \"discrediting traditional Russian spiritual and moral values.\" This applies to works that have been denied a distribution certificate or that are included in the list of prohibited items.

According to Anton Gorelkin's proposal, owners of websites with an audience of over 100 thousand users per day must remove such content within 24 hours after the Roskomnadzor's request. Similar requirements will apply to social networks with more than 500 thousand users per day - the blocking extends even to publications on personal pages.

The bill, introduced in December 2024, has already passed its first reading and may come into force on March 1, 2026.
