The Ministry of Economic Development has prepared a draft decree regulating the use of delivery robots in Russia. Currently, such devices operate only in Moscow, Innopolis, and Murino, but their number will increase from 160 to 2,600 within three years.
The document will for the first time establish the legal status of rovers. They will be defined as traffic participants with automated control, operating on roads, sidewalks, and inside buildings. The maximum speed is limited: 25 km/h on roads, 10 km/h on sidewalks, and 6 km/h when crossing the roadway.
Each robot will receive a number and a QR code. Owners will be required to insure them for 500 thousand rubles. In the event of an accident without casualties, participants will be able to leave without calling the police. If there is harm to health, an accident report will be required. The experimental legal regime (EPR) will allow testing the technology in different conditions. Yandex, the only robot delivery operator in Russia, plans to expand the service to St. Petersburg, Tatarstan, Bashkiria, as well as Chuvashia, Udmurtia, Ryazan, Yaroslavl, Tyumen, Novosibirsk, Irkutsk, and Orenburg regions.
According to VTsIOM, 64% of Russians are interested in delivery robots, 8% are wary of them.
