From July 30, 2025, an order from the Federal Tax Service (FTS) comes into force in Russia, obliging operators of mining infrastructure to provide data on clients using their equipment for cryptocurrency mining. The new rules apply to data centers, mining farms, and hosting providers that provide computing power.
Mining in Russia has been legalized since 2024 but requires registration in the FTS registry and regular reporting. Operators must report clients' full names, TINs, passport data, volumes and terms of power provision, as well as information about the mined digital currency, including its type and volume. For example, tax authorities want to know on which resource the mining took place and what agreements were concluded.
Violation of the requirements is punishable by a fine of 40,000 rubles or exclusion from the register, which deprives the operator of legal status. As Deputy Director of Rosfinmonitoring German Neglyad noted at a round table in the Federation Council on April 17, amendments to the legislation are being prepared, introducing administrative and criminal liability for violations in the circulation of cryptocurrencies.
Digital currency in Russia cannot be used for purchases within the country but is allowed for use in cross-border transactions. The law also prohibits mining by individuals with a criminal record for economic or serious crimes, as well as those associated with the financing of terrorism.
According to the head of the State Duma Committee on the Financial Market, Anatoly Aksakov, the State Duma is preparing fines of up to one million rubles for the use of cryptocurrencies in settlements, for example, in video games or the IT industry.
Even if we are talking about small volumes, from the point of view of legislation, this is still a violation and a potential threat to the domestic financial system.
Senator Artem Sheikin emphasized the increase in fraud with cryptocurrencies and the need to control exchange operations. Rosfinmonitoring is working on licensing such operations to protect the financial system.
