Enforcement proceedings terminated due to the absence of the messenger's assets in Russia

The WhatsApp messenger has not paid administrative fines totaling 21.7 million rubles.

From March 2023 to April 2025, three enforcement proceedings were initiated against the company based on court decisions of the Tagansky district of Moscow. One of the fines — 3.2 million rubles — was imposed for failing to remove prohibited information related to the remote sale of prescription drugs. The violation is qualified under Part 2 of Art. 13.41 of the Administrative Code of the Russian Federation.

The largest amount — 18 million rubles — is related to a violation of legislation on personal data (Part 9 of Art. 13.11 of the Administrative Code of the Russian Federation). Another 500 thousand rubles is the third fine.

Bailiffs terminated the enforcement proceedings due to the impossibility of recovery. According to paragraph 3 of Part 1 of Art. 46 of the law "On Enforcement Proceedings", the grounds were the lack of information about the location of the debtor and its assets in Russia.

Since 2021, Roskomnadzor has regularly recorded violations by foreign digital platforms. The claims relate, among other things, to unremoved calls for participation in unauthorized actions and other content prohibited for distribution in the Russian Federation.
