Delivery of an 850 MW turbine was 14 months late

Inter RAO - Electric Generation has secured the recovery of 514.2 million rubles in penalties from PJSC Power Machines for the disruption of turbine delivery deadlines for the Permskaya GRES. The decision in favor of the energy company was confirmed by the court of cassation on July 9.

According to the case materials, Power Machines handed over the 850 MW turbine more than a year later than the established deadline — January 13, 2023, instead of November 1, 2021. The delay led to the postponement of the launch of the station's first power unit.

Initially, Inter RAO demanded almost 1 billion rubles in compensation, but the amount was reduced due to the moratorium on fines for contractors who fell under sanctions. The equipment manufacturer tried to further reduce the amount to 190 million rubles, but lost in both the appeal and cassation.

Problems with the supply of energy engineering products in Russia have become systemic. As Andrei Maksimov, Director of the Department of Electric Power Industry of the Ministry of Energy, previously reported, delays in steam turbines from Power Machines reach an average of two years. The topic was also raised at a meeting of the government commission on electric power industry on February 19, 2025 — the postponement of the commissioning of six thermal power plant modernization facilities with a total capacity of 1.7 GW was discussed.

Experts attribute the failures to a shortage of imported components and a high level of internal workload of the enterprise.
