The Director of the Industrial Development Fund spoke about the growing demand for state support, projects in mechanical engineering, and incentives for business through IPOs

Roman Petruts, who heads the Industrial Development Fund (IDF), in an exclusive interview, emphasized the objective factors of growth in domestic production. According to him, the key rate influenced the correction of enterprises' investment plans, but the industry is "doomed to grow" due to the need for import substitution and localization of critical components. Petruts cited specific data: for January–May 2025, the IDF received 60% more applications for support than in the previous year.

The Fund's financial capabilities have expanded: after the recapitalization of 20 billion rubles, announced by Prime Minister Mikhail Mishustin, the amount of available funds in 2025 reached 100 billion rubles. The main emphasis is placed on transport engineering — 150 projects, including the production of trains for the Moscow–St. Petersburg high-speed railway at "Ural Locomotives". The technological specifics of the project provide for the localization of control systems and energy-efficient solutions.

Among the innovations are benefits for companies planning to go public.

We proposed reducing the rate by two percentage points from our base rate of 5% per annum in the event that the company goes public during the project implementation period.

This stimulates the attraction of private investment in high-tech industries, accelerating the development of domestic analogues of foreign components.
