Data of Russians on marketplace purchases will be transferred to law enforcement agencies if the corresponding bill is adopted. The Ministry of Digital Development has published a draft of new rules for online platforms, according to which websites will be required to transmit data about the device, network connection, phone number, purchase history, and user location. These measures are aimed at combating cyber fraud, with the information being transferred to law enforcement within 24 hours. The new rules may come into force on September 1.
The agency clarified that geolocation data will only be requested if fraud is suspected. The police and special services will be able to receive the name, phone number, email address, IP address, and purchase information, but the transfer will occur only upon suspicion of violations. The Ministry of Digital Development emphasizes that law-abiding citizens have nothing to fear.
The bill expands the access of law enforcement agencies to user data of marketplaces and classified ad boards, including technical information about the device, location, IP, SIM card, and browser identifiers. The data will be transmitted through the interdepartmental electronic interaction system.
The Ministry of Digital Development states that it has taken into account the opinion of the industry and interested departments, and the expanded list will help to more effectively combat fraud and reduce repeated requests. However, businesses express doubts about the implementation — many companies do not have the necessary infrastructure, and the volume of information creates an additional burden.
Previously, law enforcement agencies already had access to personal data and technical information of user devices; the new initiative only supplements their capabilities. The main innovation is purchase information. Currently, the transfer of data by marketplaces is already regulated by several laws.
