The State Transport Leasing Company (GTLK) has expressed concern about the insufficient level of import substitution in Russian shipbuilding. This was stated by Renata Eremina, Director of the Department of Marine and River Transport of GTLK, at the ShipbuildingRu 2025 conference.

Eremina emphasized that among the reasons for the low level of import substitution are increased lending rates, which make it difficult to finance projects in this area. The abolition and reduction of support measures also negatively affect import substitution:

  • Subsidy 502 (reimbursement of part of the costs of acquiring (building) new civilian vessels in exchange for vessels sent for disposal).
  • Subsidy 383 (in terms of costs for leasing payments or for paying interest for granting installments under purchase and sale agreements with payment installments).
  • Subsidies for dredging inland waterways.
  • Regional subsidies for passenger transportation.

Among the negative reasons hindering import substitution are a decrease in the collection rate and timeliness of settlements between market participants, a drop in freight rates, and sanctions pressure.
