Rules of the Northern Capital: Courier Movement on Electric Scooters to Be Restricted in St. Petersburg

Over 40 zones will be introduced in the center of the city on the Neva, where couriers will be prohibited from riding personal mobility devices

The St. Petersburg Transport Committee has proposed new restrictions for couriers using personal mobility devices (PMDs), such as electric scooters and bicycles. According to the draft resolution, more than 40 zones will appear in the city center where their movement will be prohibited. These areas are marked in red on the map, and if the initiative is adopted, delivery logistics may significantly slow down.

In addition to geographical restrictions, city authorities are introducing new requirements for couriers. Their appearance must allow clear identification by video surveillance systems, and clothing and bags must be clean and undamaged. The use of headlights on scooters and bicycles is also mandatory even during the day, and the speed limit is 20 km/h.
