Russians to be Protected from Cyber Fraud: What Will Change from June 1, 2025

New security measures on "Gosuslugi" and restrictions on the transfer of SIM cards

From June 1, 2025, new laws aimed at strengthening the protection of citizens from cyber fraud will come into force in Russia. The changes will affect the password change procedure on the "Gosuslugi" portal, as well as restrict the transfer of SIM cards to third parties.

According to the new rules, the confirmation code for changing the password will be sent only if the user's device is not making a phone call. This should prevent cases where fraudsters, keeping the victim on the line, force them to report the access code. Now the user will need to end the call to receive the code. This will give them time to assess the situation and not succumb to pressure.

From June 1, it will be possible to transfer a SIM card only to close relatives (parents, children, brothers, sisters, grandmothers, grandfathers and grandchildren). This measure is aimed against droppers — people whose cards are used for money laundering.

In addition, Rosfinmonitoring will have the right to block suspicious transfers if they are related to fraudulent schemes.

  • From August 1 – restriction of mass calls (only with the consent of the subscriber).
  • From September 1 – call marking (indication of the organization's name) and the ability to opt out of automatic calls.
  • From September 1 – introduction of the "second hand rule" (confirmation of large transfers through a trusted person).
