The Federal Antimonopoly Service (FAS) of Russia has prepared a draft government decree proposing to set the fee for returning train tickets at 10% of their cost.

The purpose of the decree is to solve the problem of buying tickets during peak seasons, when they quickly sell out and are then resold. However, if the new fee is simply an additional financial burden for citizens, it will be pointless.

Until 2020, the ticket return fee was about 250 rubles. In the context of the COVID-19 pandemic and mass cancellations, it was decided to reduce this fee to 1 ruble, and after indexation, it is approximately 3 rubles. The possibility of changing the approach and increasing the rate is now being discussed.
