The Ministry of Transport of Russia did not support the proposal to introduce a "cooling-off period" for non-refundable airline and train tickets. According to representatives of the ministry, this measure could lead to abuse by some ticket buyers.
Unscrupulous passengers will be able to purchase several tickets and then resell them at an inflated price. The Ministry of Transport is confident that this will create an artificial shortage and complicate the availability of tickets for other travelers.
The idea of a "cooling-off period" was proposed by the Passenger Union. The organization believes that the measure will allow people to cancel or correct errors in tickets without penalties within a certain time.
The Ministry of Transport clarified that passengers can currently correct one error in their passport data before the trip. If a passenger has documentary evidence of illness, they can return the ticket without additional costs. In other cases, carriers have the right to charge a fee for exchanging or returning tickets.
