Ministry of Industry and Trade proposes tax incentives to support the industry

A draft law has been developed in Russia that proposes the introduction of a zero VAT rate for manufacturers of unmanned aircraft systems (UAS) and their components. This was announced by Alla Polovchenya, Deputy Head of the Department of Unmanned Systems and Robotics at the Ministry of Industry and Trade.

Discussions on the introduction of tax incentives for drone manufacturers began in February this year. In cooperation with the Ministry of Finance and the Federal Tax Service, a draft law was prepared that will amend the Tax Code. The zero VAT rate will apply to manufacturers of UAS and components included in the register of Russian industrial products.

The Ministry of Industry and Trade also plans to change the conditions for compensating the cost of a flight hour for small drones.

In 2024, this measure proved to be unpopular, and, accordingly, we changed the indicator: that is, we now have fewer flight hours for small vehicles than for large ones. In 2024, it was the same for everyone.
