Authorities Want to Introduce Zero VAT Rate for Drone Manufacturers

The Ministry of Industry and Trade has proposed introducing tax incentives to support the industry

A draft law has been developed in Russia that proposes the introduction of a zero VAT rate for manufacturers of unmanned aerial systems (UAS) and their components. This was announced by Alla Polovchenya, deputy head of the department of unmanned systems and robotics of the Ministry of Industry and Trade.

Discussions on the introduction of tax incentives for drone manufacturers began in February of this year. In cooperation with the Ministry of Finance and the Federal Tax Service, a draft law was prepared that will amend the Tax Code. The zero VAT rate will apply to manufacturers of UAS and components included in the register of Russian industrial products.

The Ministry of Industry and Trade also plans to change the conditions for compensating the cost of a flight hour for small drones.

In 2024, this measure proved to be unclaimed, and, accordingly, we changed the indicator: that is, now the number of flight hours for small vehicles is less than for large ones. In 2024, it was the same for everyone.

According to her, the decision has been sent for external approval, and as soon as it is approved, a call for subsidy recipients will be announced.
