The Ministry of Industry and Trade has proposed introducing mandatory labeling of laptops and smartphones from December 2025. Many models of these devices are supplied to Russia under the parallel import scheme, that is, within the framework of legalized gray imports. Labeling will help protect the market from "counterfeit and fake" electronics.
According to the project, from December 1, mandatory labeling will apply to telephones for cellular and wired communications, smartphones, laptops, printed circuit boards, as well as various lighting products.
Market participants involved in the circulation of relevant products must register in the "Honest Sign" system from September 1, 2025. And from December 1, 2025, marking codes will be required to be applied to all boxes with devices.
The draft resolution developed by the Ministry of Industry and Trade provides for a number of exceptions. For example, if the equipment was purchased abroad before November 30, 2025 and imported into Russia before December 1, 2025, then its mandatory labeling will begin only on December 31, 2025.
If, by December 1, 2025, manufacturers, distributors or retailers have unsold products manufactured or imported into Russia before November 30, 2025, then its labeling may be postponed for a significant period - until May 31, 2026.
On December 1, 2023, an experiment on labeling radio-electronic products was launched in Russia. At the first stage, only sockets, photosensitive conductors, lamps and lighting equipment participated in the experiment (15 types of products in total in accordance with the HS code of the EAEU). The experiment was scheduled to be completed by August 31, 2023.
However, the government later decided to expand the experiment. From June 10, 2024 to April 30, 2025, laptops, smartphones and telephones will participate in the experiment. From July 1, 2024 to August 31, 2025, printed circuit boards will participate in the experiment.
In Russia, mandatorylabeling of motor oils under the "Honest Sign" system will also begin on September 1, 2025. This may create certain difficulties for car services. According to automotive journalists, legal entities and individual entrepreneurs (IP) will not be able to purchase lubricants in parts - only full containers.
