Subscribers will be able to set a ban on receiving advertising calls

Starting in the summer of 2025, mandatory labeling of calls from organizations and a ban on advertising spam calls will come into force in Russia. This measure is included in a bill to combat telephone and Internet fraud, submitted to the State Duma on February 16.

Subscribers will immediately see who is calling them — a bank, a store, or an advertising agent. They will also be able to completely disable incoming advertising calls through their personal account with the telecom operator. Without labeling, calls from companies will be automatically blocked.

The labeling will not affect calls from private individuals. Companies making calls will have to transmit information about themselves to operators, after which this data will automatically be displayed to the called subscriber. If an organization does not provide information, its calls will be blocked.

Subscribers will be given the opportunity to completely opt out of advertising calls. The bill does not yet provide for fines for operators who miss spam calls and for companies that violate the ban.

Mandatory labeling and the ability to block spam calls should help reduce the number of unwanted calls, which are recorded up to 500 million per month.
