State Duma deputies have sent a bill to the Russian government on the introduction of mandatory labeling and registration of pets.

According to the document, animal registration will be carried out through the FGIS "VetIS" information system. Owners are encouraged to identify pets in various ways: by applying tags, using collars, tags, rings, or implanting microchips.

According to experts, 80% of stray animals are former pets who have been lost or abandoned. Even the permission to kill stray animals in the regions has not had a significant effect: in 2024, the number of requests for medical assistance after dog attacks decreased by only 0.9%. Registration and labeling will help to find animal owners, and in the case of deliberate disposal of a pet, to bring them to justice.

Deputies compared the proposed system with car registration. Dog owners should also take into account and report the sale, donation or loss of a pet. The pet register will be free and can be created on the basis of the existing registration of farm animals. The initiative is supported by animal rights activists, volunteers and kennel owners.
