The issuance of grants within the framework of Industrial Competence Centers (ICC) for import substitution of software, which was suspended in December 2024, may resume in the second quarter of 2025.
Currently, 32 projects are applying for grants totaling 23.9 billion rubles. The government continues to assess their effectiveness and possible changes in the IT industry support system.
Deputy Prime Minister Dmitry Grigorenko reported that an analysis will be conducted to determine how interested the market is in the proposed developments and what percentage of grants will return to the budget through taxes. It is noteworthy that customers must co-finance projects at a minimum level of 50%.
The ICC grant system was launched in 2022. In the first stage, 32 projects were supported with a total of 19.9 billion rubles. In the second wave, 68 projects were registered for 53 billion rubles. Currently, 32 are applying with a sum of 23.9 billion rubles.
Despite grant support, developers would prefer to receive money from the sale of their products. Minister of Digital Development Maksut Shadaev noted that the low rate of transition to domestic solutions is due to a lack of funding. Experts also point to difficulties with reporting, which could be reduced to improve the operation of the ICC.
