The notification system for drivers without OSAGO policies, which was planned to launch via the Gosuslugi portal, has been postponed until at least the end of June. The reason for this is disputes between the Ministry of Digital Development, the Ministry of Internal Affairs, and the Ministry of Finance. The Ministry of Digital Development insists on a significant revision of the IT infrastructure, which may require additional funding. The Ministry of Internal Affairs requires the implementation of a feedback form allowing drivers to challenge erroneous notifications.
The Russian Union of Motor Insurers (RSA) estimates the proportion of drivers without OSAGO at 10%, which creates risks for victims in accidents who are forced to go to court. Insurers insist on the speedy launch of the system, but a full check via cameras is not possible until 2026 due to the need to modernize the police system "Pautina."
The Ministry of Finance has prepared a draft order for the experiment, but the approval is delayed. The RSA notes the readiness of the National Insurance Information System for integration, but technical and legal nuances remain unresolved. Experts fear that without legislative changes (including amendments to the Code of Administrative Offenses), notifications may cause confusion, and low OSAGO payments continue to demotivate drivers from purchasing policies.
