Deputies of the State Duma have proposed obliging insurance companies to pay OSAGO compensation to the victim of an accident, even if the perpetrator of the accident does not have a policy. It is assumed that the insurance company will be able to file a recourse claim against the driver who caused the damage.
Auto journalist Maxim Kadakov believes that the bill may be rejected. This will happen if insurance companies start complaining about possible losses and the need to increase tariffs. The journalist emphasizes that the difference between the premiums collected and the payments to victims last year amounted to 123.1 billion rubles. That is, insurance companies have money for such expenses.
According to the RSA, about 3 million drivers travel on Russian roads without an OSAGO policy.
