The Ministry of Digital Development and Roskomnadzor are discussing the possibility of introducing restrictions on voice calls in messengers. The initiative was proposed against the backdrop of growing fraud.

Two blocking options are being considered. It is proposed to completely restrict all voice calls or block only those calls that come from abroad.

Earlier, the head of Roskomnadzor, Andrey Lipov, stated that the department could block voice calls in messengers if they violate the requirements of Russian legislation.

According to the operator MegaFon, the share of fraudulent calls in messengers is now about 40%, while three years ago this figure did not exceed 1%. The operator also noted that it does not have the technical ability to analyze calls in messengers and determine their country of origin.

Pavel Kovalenko, director of the cyber fraud counteraction center of Informzashchita, added that about 70% of fraudulent calls in messengers come from abroad, which emphasizes the need for action.
