President Vladimir Putin signed Law No. 417, increasing the preferential profit tax rate for electronics manufacturers to the federal budget from 3% to 8%, starting in 2025. The rate for regional budgets remained at 0%. This benefit applies to companies with more than 70% of their income derived from activities in the field of radio electronics, such as the development of electronic component base or the sale of equipment.
Support for the radio-electronic industry continues under extended measures, including a reduction in insurance contributions to 7.6%. However, credit rate subsidy programs, which played an important role in previous years, will be discontinued from 2025.
Dmitry Titov, Vice President of Aquarius, noted that such tax incentives will have less impact on the development of the industry than in previous years, due to rising production costs and reduced availability of cheap loans.
Market participants emphasize the importance of support programs, such as interest rate compensation, to stimulate growth. The development of the domestic market and the restriction of parallel imports are also highlighted as key factors.
Despite the challenges, the new tax regime may encourage more companies to apply for inclusion in the radio industry register to avoid the general tax rate of 25%. However, long-term adaptation requires time and additional efforts from both businesses and regulators.
