In November, following the increase in the recycling fee, the number of electronic passports issued for vehicles halved compared to October. Experts believe the situation in the automotive market will only worsen.
In November, less than 150,000 electronic vehicle passports were issued for new cars introduced into circulation in Russia. This applies to both passenger and cargo vehicles.
Of the total number of e-passports, 52% were issued for imported cars, and 48% for vehicles manufactured in Russia, according to the company "Electronic Passport."
For comparison: in October of this year, about 300,000 electronic vehicle passports (e-passports) were registered, in September — almost 350,000, and in November 2023 — about 240,000.
Specialists confirm that trends in the issuance of electronic vehicle passports reflect the overall situation in the automotive market. Dmitry Babansky, an analyst at SBS Consulting, reported that November saw a decrease in sales, including in the passenger car category. This was due to the increase in the recycling fee, which came into effect in October.
Sales are also affected by the high key rate and, accordingly, a decrease in sales on credit.
As a reminder, from October 1, 2024, the recycling fee increased immediately by 70–85%. In the future, its size will grow annually by 10–20% until 2030.
Earlier, the Association "Russian Car Dealers", which unites more than 1.6 thousand dealerships in Russia, appealed to the Ministry of Industry and Trade and the Ministry of Finance with a request to clarify the procedure and volumes of compensation for the recycling fee. Analysts believe that the increase in the recycling fee will affect the cost of cars, especially with a low level of localization.
