Authorities are planning to introduce a ban on electric scooters on sidewalks. The initiative is planned to be implemented by 2031. The corresponding amendments to the legislation may be prepared as early as 2025.

This became known following the last October meeting of the Ministry of Transport, dedicated to regulation for personal mobility devices (PMD) in Russia.

We agreed to postpone the entry into force of the ban on the movement of PMDs on sidewalks until 2031... After the introduction of the ban, scooter users will be able to move along bicycle paths, and in the absence of them, along the roadway.

There was also a proposal to increase the minimum age for using electric scooters from 14 to 16 years. In addition, the Ministry of Industry and Trade will begin piece-by-piece marking of PMDs with subsequent registration with the Ministry of Internal Affairs.
