State Duma deputies have prepared and submitted to the government for consideration a bill that proposes to allow tinting of side windows of cars if the light transmission rate is at least 42%. Corrections may be made to the Code of Administrative Offenses.
Currently, the operation of a vehicle with windows with a light transmission level that does not meet technical requirements entails an administrative penalty in the form of a fine of 500 rubles.
According to the new initiative, drivers will be able to tint the front side windows in the car, but no more than 60% of the light transmission rate. If it is less than 42%, then they will be fined for this.
It is also proposed to increase the fine for driving a car with a windshield (including one covered with colored films) with a light transmission of less than 70% from 500 rubles to 3,000 rubles.
We will deal with the issue of returning tinting to the front windows until this issue is resolved.
The accompanying document notes that dimming car windows is allowed in many countries, as it protects the driver's vision from the harmful effects of direct sunlight. This, in turn, improves road safety, as it prevents the driver from being blinded. In addition, dimming the windows reduces the temperature in the car, which also contributes to a more comfortable and safe ride.
As a reminder, in accordance with state standards, the light transmission level of the windshield and front windows must be at least 70%. It is forbidden to install curtains and blinds on the windshield and front windows, for which penalties are provided. Tinting the rear windows is not limited, but it should not obstruct visibility.
Earlier, the Ministry of Transport proposed increasing fines for non-payment of travel on toll roads. It is proposed to increase the amount of sanctions for passenger cars from 1,500 to 10,000 rubles, for trucks - from 5,000 to 30,000 rubles. It is also planned to introduce a fine of 50,000 rubles for foreign carriers. In addition, the 50% discount on payment of the fine within 20 days will be canceled.
