From October 1, 2024, the indexation of the recycling fee for cars comes into force in Russia, which was approved by the government until 2030. The recycling fee is paid once for each car upon its customs clearance or production in Russia, and is calculated as the product of the base rate and the coefficient established for a specific category of vehicle. Although the base rates will remain at the same level, the amount of the recycling fee will increase significantly.
The indexation will be from 70% to 85% from October 1, and further increases of 10-20% are planned each year, starting from January 1. These changes will affect all cars released into circulation in the Russian Federation, including both imported and assembled in Russia. However, the innovation will not affect individuals who independently import cars with an engine capacity of up to three liters for personal use.
In addition, increasing coefficients will apply if the car is imported by legal entities or individuals for subsequent resale. The amount of the fee will depend on the age of the car. It is important to note that if the buyer decides to import more than one vehicle during the year, the full recycling fee rate will be applied to the second and subsequent cars. As a result of the innovation, a significant increase in car prices in Russia is expected.
