By the beginning of the 2024/2025 academic year, about 60% of Russian educational institutions switched to domestic software as part of import substitution. However, according to experts, the process of replacing foreign software continues and faces certain difficulties, especially in specialized areas where there are no adequate Russian alternatives yet.
According to Anastasia Gorelova, head of the committee on Informatization of Education of the ARPP "Domestic Software", the overall level of transition to Russian solutions is approximately 60%. This includes operating systems, application software, as well as software for machine tools and other equipment.
At the same time, there are areas where complete import substitution has not yet been achieved. For example, in engineering fields, as well as in the field of software for CNC machines and similar devices. Windows is still the main OS used in schools, and testing of software for the Unified State Exam adapted for Russian operating systems is just beginning.
Educational institutions are experiencing difficulties in using new programs, as they have not worked with them before. Experts agree that it may take more time to complete the import substitution process. The software must match the functionality of existing solutions, be compatible with current systems and data formats, and require user training.
Gorelova believes that complete replacement is possible by the next academic year, but only if educational programs are adjusted. The transition process is lengthy, and its status depends on the region and the specific educational institution.
