In terms of payments, scooter riders will be equated to motorists

The Moscow City Duma plans to increase fines for violators on personal mobility devices (PMD). The level of responsibility for electric scooter drivers will be equated to that of motorists.

In July 2024, a bill was adopted, tightening the responsibility for PMD users. The document will be considered in the second reading and a number of amendments will be introduced. They will increase fines for violators of traffic rules on electric scooters.

It is planned to increase fines up to 30 thousand for people using PMDs while intoxicated.

The proposed amendments repeat the legal mechanisms already in place for car drivers. They are aimed at complying with the basic prohibition: it is forbidden to use PMDs while intoxicated.

In addition, government officials proposed that kicksharing companies increase the fine for riding two people on one PMD to 100 thousand rubles. The companies supported the initiative, but the amount of penalties remained the same — from 3 to 10 thousand rubles.
