"Rostelecom" unilaterally changed the conditions for the transmission of telephone traffic for other operators in the Krasnodar Territory, Rostov and Astrakhan Regions, as well as in North Ossetia. The changes are due to the fact that the old equipment at municipal communication centers does not allow the company to connect to the "Anti-Fraud" state system. If telecom operators refuse to accept the new conditions, "Rostelecom" threatens to block their traffic.
Telecom operators such as VimpelCom, MegaFon, MTS, Yuzhny Telecom and UTS express concerns that the new conditions may lead to disruptions in the operation of strategically important and socially significant facilities. Rostelecom claims that its actions comply with Russian law.
At the end of July, telecom operators sent letters to Pavel Shalyugin, Director for Relations with Telecom Operators of the Center region of Rostelecom, and Oleg Terlyakov, Deputy Head of Roskomnadzor. These letters indicate that in April, Rostelecom notified about the planned changes in the conditions for traffic transmission at the local and regional levels in these areas.
The "Anti-Fraud" system was launched in 2022. Russian telecom operators were required to connect to the program by March 1 of this year — not all companies have fulfilled this requirement. The program allows detecting fraudulent calls from spoofed numbers.
