The Association "Russian Car Dealers" (ROAD), representing more than 1.6 thousand dealerships in Russia, has appealed to the Ministry of Industry and Trade and the Ministry of Finance with a request to clarify the procedure and amounts of compensation for the recycling fee, which will be indexed annually until 2030. In letters sent in early August, ROAD expressed concern that the recycling fee, which exceeds the cost of recycling, could lead to higher car prices, which would negatively affect the availability of new cars for Russians, RBC reports.
From October 1, 2024, the recycling fee will be indexed annually until 2030. In 2023, the budget received 659 billion rubles from the recycling fee, and in 2024 it is planned to collect 967 billion rubles. ROAD points to a contradiction between the official position of the Ministry of Industry and Trade, which claims that the indexation will not affect the cost of cars, and the real situation. The Association believes that the increase in the recycling fee may lead to higher car prices and a reduction in the number of Russians who can afford new cars.
We are trying to figure out where the recycling fee is going, which as such is not a recycling fee, since its size exceeds the cost of production and is in no way related to the actual recycling costs.
The Ministry of Industry and Trade confirmed receipt of the letter from ROAD and said that it would be considered in accordance with the established procedure.
Manufacturers such as PJSC KAMAZ and Motorinvest do not see the impact of the recycling fee on the prices of their cars. However, AvtoVAZ notes that prices have already increased and further increases are possible in the near future.
Analysts predict that the increase in the recycling fee will lead to an increase in car prices, especially those with a low level of localization. Experts believe that the impact of the increase in the recycling fee on the average price of cars will manifest itself in 2025, with an increase of 2–4%.
