Authorities are proposing to introduce a ban on the purchase and use of devices that jam GPS and GLONASS signals. The project is being prepared by the State Commission on Radio Frequencies (SCRF), which operates under the Ministry of Digital Development of Russia. It has been proposed that permission to purchase and use such devices be obtained from the Ministry of Defense.
The procedure may be as follows: if an individual or organization wishes to purchase a "jammer", they will need to apply to the military for permission, and if they grant permission, they will need to apply to the SCRF to obtain the necessary frequencies for the device.
This refers to "jammers" operating in the ranges of 1164–1300 MHz and 1559–1610 MHz. The upper range is for satellite navigation systems, and the lower range is for military and civilian aircraft navigation.
The project may be considered at a meeting of the SCRF at the end of July this year.
