Electric scooter drivers will be issued individual registration numbers and radio beacons. This will allow tracking personal mobility devices (PMD) in real time. This was announced by Artem Sheikin, a member of the Federation Council Committee on State Construction and Constitutional Legislation.
The new rules will help solve the problem with violations by PMD drivers and their identification in automatic mode.
As part of paragraph 4 of the Ministry of Transport's roadmap for regulating the use of personal mobility devices, the creation of a PMD register with the issuance of a registration number, registration mark and registration tag will be provided.
It was also noted that all PMDs will be equipped with a radio frequency identification tag. The rules will apply not only to electric scooters of kick-sharing services, but also to private PMDs. Each vehicle owner will be required to register, obtain a registration number and a radio frequency tag.
The amendments are being prepared for the second reading of the draft law on additional liability of PMD users. The document was adopted in the first reading by members of the State Duma of the Russian Federation on June 10 this year.
