The terms of R&D have changed due to the need for import substitution and frontline use

The cycle for creating a sample of such weapons has been reduced from 6-10 years to 1.5-2 years, as with military equipment in the field of aviation. This is stated in an article by Deputy Commander-in-Chief of the Russian Aerospace Forces, Colonel-General Yuri Grekhov, and Colonel Vladimir Ivanchura in the July issue of the military-theoretical journal of the Ministry of Defense "Military Thought."

The authors note that a temporary procedure for conducting research and development work (R&D) has now been introduced in Russia. It mainly concerns the required number of tests that must be carried out before launching a product into mass production. These are specifically related to the durability of military product components. The amount of testing remains unchanged "only to confirm the characteristics directly determining combat use."

The measure significantly reduces the time to complete the full cycle of creating a sample of weapons and military equipment. In particular, this applies to:

  • serial aviation weapons, the production of which is associated with the use of import substitution of foreign components with domestic analogues;
  • products laid down directly in military stocks and consumed "significantly earlier than the established service and storage life."

Reducing the time to launch a product into mass production helps to replenish frontline losses of aviation equipment and weapons. In addition, the Russian defense industry has been able to restore the serviceability and resources of aviation equipment faster, and ensure an effective approach to the implementation of the state defense order.
