Khinshtein Reminded That Business Representatives Have the Opportunity to Create "White VPNs"

In Russia, there is no need to introduce liability for using VPN services; the possibility of using "white VPNs" should exist. This point of view was expressed by the Chairman of the State Duma Committee on Information Policy, Alexander Khinshtein.

My position remains unchanged — using a VPN does not entail liability under the law. There should be "white VPNs." VPNs themselves are already banned in our country today, but there is no liability for their use, and I believe it is wrong to introduce it.

The parliamentarian reminded that business representatives have the opportunity to create "white VPNs," and many are already doing so. According to him, such services include those that do not steal users' personal data and do not send it abroad.

For example, there are countries where many resources do not turn on without a VPN, such as China. I understand that if there is a commercial structure and in this commercial structure there are people working, say, in China, remotely, then you won't even physically connect with them. In this sense, a "white VPN," precisely as a technological device, is possible.

Earlier it became known that in Russia a list of VPN services for mandatory blocking will appear. Filtering specific VPN services and VPN protocols on the mobile communication network for foreign traffic will occur based on a government decree.
