Moscow residents reported receiving the first electronic summonses to the military registration and enlistment office

As part of the spring conscription into the Armed Forces, the first electronic summonses have begun to arrive to Moscow residents on the "Gosuslugi" portal.

Inside the letter is a link with the electronic signature of the military commissariat and a requirement to appear within the specified time. It also lists the necessary tests that the conscript needs to pass after contacting the clinic.

Some Muscovites claim that they later received a second summons with an explanation of information about administrative and criminal liability for failure to appear.

Promised from November 1, why are they coming now?

The head of the State Duma Committee on Defense, Andrei Kartopolov, previously clarified that conscripts may begin to receive two summonses. According to him, there is "nothing terrible" in this, since the content of the summonses is the same, and its electronic version does not yet have legal force until the electronic register of those liable for military service comes into force on November 1, 2024.

The parliamentarian noted that it is necessary to appear at the military registration and enlistment office specifically with a paper summons. In the future, electronic versions of summonses will be sent not only to conscripts, but also to other conscripts.

Currently, the spring conscription for military service is underway in Russia, which started on April 1, 2024. Recall that in accordance with the decree of the President of the country, the conscription age has been increased from 27 to 30 years. Over three and a half months, it is planned to conscript about 150 thousand people who are not in the reserve for military service.

Electronic registry

On April 14, 2023, Russian President Vladimir Putin signed a law on the creation of a Unified Register of Military Registration. The first stage of its implementation will begin on the date of entry into force of the Cabinet's decree — October 31, 2024, the second stage — from November 1, 2024.

The Ministry of Defense will be able to fully use the register: enter and change data on those liable for military service, send out electronic summonses and introduce restrictive measures against those who evade service.

The Ministry of Digital Development noted that the electronic register of military registration will be launched no earlier than the autumn conscription in 2024. Thanks to it, citizens are relieved of the obligation to inform military registration and enlistment offices about changes, in particular, in their marital status, registration and place of work.
