Defense Ministry to Receive Data on Russians' Real Estate and Foreign Trips

Information will be stored in the Unified Military Registry

The government has presented a decree on the rules for creating and operating the Unified Military Registry, according to which the Russian Ministry of Defense will receive data on citizens' real estate, transport, and foreign trips. The information will be used for conscription and mobilization.

The registry should be developed by October 31, 2024. From November 1, the Ministry of Defense will begin sending electronic summons to citizens, entering data on those liable for military service, and introducing restrictions for those who evade service.

What data will be available on Gosuslugi:

  • notification of registration/removal from military registration
  • notification of the introduction of temporary restrictive measures

The decree states that an electronic summons will be considered served 7 days after its placement in the register of summons. If a Russian citizen does not appear at the military registration and enlistment office within 20 days, the following restrictions will be imposed on him: a ban on leaving Russia, obtaining a foreign passport, registering as an individual entrepreneur, and executing a number of real estate transactions.

What data will be included in the Unified Military Registry:

  • Full name, gender, date and place of birth
  • Passport data, TIN, SNILS
  • Address of residence
  • Information about real estate and vehicles
  • Information about health status

The Ministry of Defense, the Ministry of Internal Affairs, and other departments will exchange information to monitor the implementation of conscription and mobilization measures.
