Supercomputers, access to technology from the school bench - how Russia plans to become a leader in the development of artificial intelligence

Already, the industries of the economy and social sphere of Russia have increased the use of AI solutions by one and a half times, while their number will only grow in various areas: from public services to economics, politics, and the social sphere.

The President noted that people will not lose their jobs en masse: "artificial intelligence will not replace a medical worker or a teacher", although it "can serve as their faithful, effective assistant".

On the contrary, new jobs and new high-tech professions will appear: an updated National Strategy for the Development of AI is being prepared, which will bring the country to a leading position at the global level in this direction.

How will Russian AI be developed?

Vladimir Putin announced that the new edition of the National Strategy for the Development of AI will include the expansion of fundamental and applied research in the field of generative artificial intelligence and large language models.

According to the President, it is necessary:

  • give free access for Russian scientists to existing and created supercomputers in Russia. Preferential access to them should also be granted to graduate students, students, and schoolchildren who are already engaged in activities in the field of AI;
  • increase the capacity of domestic supercomputers for the development of generative artificial intelligence by at least an order of magnitude;
  • the Higher School of Economics, MIPT, ITMO, Moscow and St. Petersburg State Universities, and Skoltech should focus on training undergraduates, graduate students, and students in basic programs related to AI development.

Putin also noted that research and development in the field of application of generative artificial intelligence and large language models can, as a promising area of science, receive state funding. But there is a nuance.

Provided that our leading companies undertake to co-finance such work, ensure testing of relevant technologies. And most importantly – based on the results obtained, create breakthrough products that are competitive compared to leading global models.
I note that Russia is now among the few countries, by the way, that have their own technologies for generative artificial intelligence and large language models. These are the developments of Sber, just talked about it, – GigaChat and Kandinsky, as well as Yandex – YandexGPT and Shedevrum. We need to strengthen this competitive advantage, create new markets based on such technologies, a whole constellation of products and services.

Finally, the President asked the government, together with the Alliance in the field of artificial intelligence, to form a special educational program on the theory, practice of development and application of artificial intelligence with a special emphasis on large language and generative models.

The heads of the largest companies, federal and regional authorities, universities and the system of secondary vocational education should be trained under this program already in the first quarter of 2024.

Will the legislation for AI developers change?

Yes. Vladimir Putin spoke about amendments to the law on experimental legal regimes in the field of digital innovation.

We will continue to strive to ensure that Russia becomes one of the most comfortable jurisdictions in the world for the development of artificial intelligence, for a bold search for solutions needed by everyone here. At the same time, of course, any threats to citizens should be minimized to preserve personal data. We are constantly talking about this.

The government has already prepared the relevant amendments. If, at the request of the President, they are considered and adopted in the State Duma "as quickly as possible", then the new rules of the game in the market of new technologies will come into force as early as 2024.

As the President assured, the mechanism of a special legal regime will work almost twice as fast. But at the same time, responsibility is increased for possible harm to health, life or property during testing or use of new technologies.
