The Russian Ministry of Digital Development proposed to transfer the operation of the system through which the government conducts internal document management to FKU "Gosudarstvennye Tekhnologii" (Gostekh). Currently, this task is performed by OOO "RTK-Tsifrovoy Dokumentooborot" (part of Rostelecom). This was reported by Vedomosti, citing the relevant draft resolution.

This refers to the "Unified Information Space of Government Management Processes" (EIP PGU, a Gostekh subsystem). The system ensures record keeping and archiving, document coordination between departments, and control over the execution of instructions. The draft resolution proposes to include Gostekh in the list of EIP PGU participants and assign the organization the development of the system and user support.
The Russian Ministry of Digital Development told the publication that Gostekh has the necessary competencies. The department believes that the transfer of EIP PGU to a subordinate institution will positively affect its development. Rostelecom did not comment on the plans of the Russian Ministry of Digital Development.
The explanatory note to the document states that the contract between the Russian Ministry of Digital Development and Rostelecom was concluded in November 2025. However, due to rising salaries of qualified specialists, the execution of the contract threatens losses for OOO "RTK-Tsifrovoy Dokumentooborot". This could lead to the company refusing to perform the work or significantly increasing the cost of its services.
The "Unified Information Space of Government Management Processes" was developed on the initiative of the Russian government. The system operator is the Russian Ministry of Digital Development. The Cabinet of Ministers began the transition to EIP PGU in 2025. Its contour includes such GIS as "Normotvorchestvo", "Platform "Center for Electronic Document Storage"", GIS "Typical Cloud Solution for Electronic Document Management System" and other subsystems.
