The Government of the Russian Federation has approved a new model for managing state IT projects. Resolution No. 1388 of September 8, 2025, establishes unified standards for developing digital solutions for state needs. The process will be coordinated by FKU "GosTech", and the Center for Expertise and Coordination of Informatization (TsEKI) will become the functional customer. The work is supervised by Deputy Prime Minister Dmitry Grigorenko.
The new model divides responsibility between departments, TsEKI, and "GosTech". Departments define user needs, TsEKI designs user-friendly services, and "GosTech" is responsible for technical implementation, including procurement and implementation of solutions. Project offices have been created at the TsEKI site for key systems, such as the GIS "Rulemaking", the electronic document management system, and the platform for countering Internet fraud. These offices ensure compliance with quality standards, control deadlines, and provide methodological support.
"GosTech" develops the architecture of systems, using ready-made templates to optimize costs and eliminate duplication of solutions. Unified standards ensure system compatibility and accelerate their implementation. According to Dmitry Grigorenko, the changes will improve the quality of public services, reduce budget costs, and create a unified digital ecosystem.
